Remember, it's important for the class order hall campaign to complete this quest and to get this follower!
If you did like me, skipping this quest (and also the one for Champion: Mylune) to get your other followers leveled & geared up first, you will NOT get the next quests given by Keeper Remulos! The orange exclamation mark indicates it's for the class order campaign. There's no progress if you skip them...
It's better to get them & deactivate them if you want to hold on your current followers for the time being. 250 gold to reactivate them is with the current gold incomes not a big issue anymore, anyway.

You have to do at least one dungeon in order to get Brightwing. It's "Eye of Azshara: Cleansing the Dreamway". Brightwing herself gives you the quest. As soon as I turned that in, I was able to recruit her.
