One of the Demon Hunters that needs to be freed is "hidden" in a small cave.
Using /target Demon and enabling tracking of your target can help a lot.

Identifiable by: a drunk-looking NPC under a Fel Crystal and a green rune on the ground.
- All NPCs are within the search area added to your map with the quest (if you can't see it very well on your minimap, make sure this quest is highlighted and the area should come into better focus).
- Once freed, the NPCs do not appear to respawn.

Edit: Upon another runthrough of this quest, there appear to be more demon hunters than the initial 6 I found my first time through. There are multiple demon hunters in the little caves - ex. I found a cave (entrance at 38.57, 45.99) that had two demon hunters inside. As mentioned by Mandie, "/tar Demon" is useful.
Bottom right (of highlighted area on map): 37.79 49.78
Bottom middle-ish: 37.15 48.74 (a bit tucked away by an elevation change)
Middle right: 39.04 47.58 (his ground rune is missing, look more for crystal and NPC)
Middle-ish left-ish: 37.87 46.62
Almost to the top-right "corner": 39.30 46.51
Top-Left (in cave*): 38.84 44.94
These were the 6 I could find, but I did see green runes on the ground in other places that might indicate additional spawns. If you find an additional spawn, please let me know and I'll update the list above.

*if you stand on the "almost top right" rune and face north, you can see a brazier to the left by the rocks. You can see the cave entrance to the left of the brazier and the final Demon Hunter is inside.

The quest can be turned in by talking to Kor'vas Bloodthorn.

The numbers are coordinates for the addon TomTom. You can make TomTom show you the way to the coordinates by typing the following syntax in your chat:

If like me, you completed the quest, but the NPC "bugged" and wont allow you to turn it in, simply go into combat with an NPC in the zone and make sure Kor'vas Bloodthorn goes into combat with you. Once you kill the mob the question mark will appear over her head, allowing you to turn it in.

This quest is given by Kor'vas Bloodthorn after you turn in the quest From Within. She is located at 41.20, 50.60 at Vanquish Point in Azsuna.
She gives you the Saving Stellagosa quest at the same time.

The coords in this comment are correct. Note: one of them is in a cave (which took me forever to realize), so if you're one short, that's probably why.

If you are a warlock and used Enslave Demon, you cannot turn in the quests with an enslaved demon for some reason.

In case anyone didn't know, the order you speak to them in determines which line they give. If you do this quest on multiple characters or reset progress and try in a different order, each demon hunter has a recording for each line with their own voice actor. I only really noticed this today and decided to do it in reverse order. I usually wind up grabbing the male demon hunters first and then the last two I wind up with two females, so I made sure to save the last two lines for the males.

It's just a small thing, and it makes me wonder why they didn't invest the same effort into artifact weapon scenarios where sometimes they'll say a class name and sometimes they won't (you will be called "priest" by Azuregos during the Discipline scenario in the Nexus, for example, but I don't think Arcane Mages get called one by him; though if that's not accurate I know there are other examples of this I just can't retain that much detailed info at any given time); but anyway, I think it's nice and shows the quality of Legion before the sudden and quite massive dip in quality with BfA and then... eugh, Shadowlands.
