Currently bugged on MoP beta servers. Cages are open and prisoners don't respawn.

Well the pandaren NPC are nowhere to be found in the village. Quest apears to be impossible to complete thanks to that bug.

Just completed the quest on Stormreaver-EU. Prisoners were all over the place. Seems like it has been fixed. :)

That is 26.9, clock being around 18.

Yes, Shado-pan questline have such weird prequests :D
Awakened quests have 3 version of quests each starting from NPC that gave you previous quests.
Ordo Warbringer have quest that starts via pop-up after Channelers and backup from Taylor/Nazgrim if you abandon first.

Best way to do this quest is to mount up and just run through the area clicking the prisoners.

Upon completion a lot of Pandaren will yell "For the Horde!"

Description

Look, I know the Horde needs recruits, and there's just not enough of us here right now to make a fighting presence of this town. But I know that the yaungol over at Fire Camp Ordo, to the west, have taken many of my people as prisoners. And I also know that if you would be willing to rescue them from their captivity, they'd more than likely be willing to join the Horde. What do you say, <name>?
