The lazy hozen are mostly found hanging from trees or ropes in the village

Easiest way to complete the quest is to mount up and run through the camp with friendly nameplates on. You can then see the Lazy Hozen milling about... just in time for you to throw a bucket of Slicky Water on them.

So the quest indicates that it is up to you to find a method to whip these buggers into shape. First things first, you can find these guys hanging from lines between the trees. You can also find them sleeping on the ground with "Z Z Z Z Z" floating up over their heads, turning on (friendly) nameplates will also show them. Sometimes they blend in with the ground, so if all else fails, look for the "Z Z Z Z".

The method to get them moving is quite simple. If you look around, there is a bucket of fish called 'Bucket of Slicky Water' that should be sparkling, pick up one of those and that will suffice for all the Lazy Hozen you need to motivate.

After picking up the Bucket of Slicky Water, target the Lazy Hozen & right click bucket in your bag & you're done. You can use the same bucket the entire time. No need to pick up a bucket each time.

You're looking for Lazy Hozen. They are scattered around the village. If you turn on friendly nameplates, it's way easier to spot them.

Run around the village looking for the Lazy Hozen. Easiest way to find them is look for a "Zzzz" green text. They also hang on ropes so don't forget to look up.

Barrel of Slickies is near General Nazgrim, few feets on your left from the place where you pick up the quest.

Does this quest still exist? I've just finished running my second alt (3 characters total) through the Hozen quests, and I only did it on my first toon.

Step 1: Pick up the Bucket of Slicky Water at coords 28:27 in Grookin Hill.

Step 2: Ride through town and hit the Lazy Hozen with the Bucket of Slicky Water

Step 3: ...

Step 4: Profit.

This quest is bugged as of 8.3 if you're max level. You'll need to go into the Vale and talk to Zidormi and set it to the old Vale to get this quest to work. There's a few other quests like this in Pandaria where it'll say you need to be in a specific area to use a quest item if you have Vale set to the 8.3 version.

Completed today 22/July/2020 in patch 8.3.
The quest is quite bugged since it allowed me to use the q item only in some areas, in most areas I got always an error "You need to be in Grookin Hill". What I did for its completion, I found the working not bugged place where the q item was usable and was waiting all the time for the lazy NPC´s respawn in that location, which was not fast but still survivable (around 3 minutes / each). The location of that NPC was 28.7 / 49.7 for me.

This is still kinda meh to complete in 8.3 if oyu are here on max level. but i found a way to know when it works.

i uploaded an image here that shows 4 Hozen you can motivate with a farily quick respawn rate, these ones work if you make sure you are in the Grookin Hill Zone. one of them you need to be unerneth a hut to make work.

the area name you are in (on the map/compas) need to say Grooking Hill, it can at random times switch to jade forest, thats when it wont work. there is a few of the apes that it work on between the quest giver and the are where you threw poop bombs before

The issues several noted earlier seem to be fixed now. Make sure to get the water 1st! With the new cursor changes, the cursor will change to a bucket so even from a distance you know its going to work. Just be sure to be in Grookin Hill.
