There must be some sort of breadcrumb quest as a prerequisite; I am unable to obtain this quest as well.

I don't know any prequests. I was able to obtain this quest right after I arrived to Dustwallow. I followed the Warchief's Command board, but the quest was offered to me before I completed it.

Before this we're "Elite" quest. It might be hard to do alone if someone plays in classic old wow patch. But in newer it's way easier...

To get this quest, you must first accept quests from Overlord Mok'Morokk ("Overlord Mok'Morokk's Concern") and from Tharg ("Army of the Black Dragon").
How did I figure it out? I checked the quest text. Both their names are mentioned. Simple as that!

This quest DOES NOT starts and ends in Theramore's Fall
It has absolutely nothing to do with Theramore, the map and Theramore related informations provided above are simply wrong.

At Dustwallow Marsh, if the horde flight point on northwest of your map says Brackenwall Village, then that is the place you want to go.

As of today ( 18th october 2013) in Mop , had absolutly no trouble getting this quest lvl 90 . The Npc is in the cave in the camp .

You shouldn't need any pre requierement to start this quest.

I did the quest on a level 101 and I did NOT receive any item from this quest (the "Brooding Collar"), BUT it appeared in my "Collection" tab and I can use it for transmog.

As I was looking for a nice axe skin for my new warrior, I came across the reward for this quest in my wardrobe. I went with my level 104 bloodelf paladin and got the quest without any prerequisites. The quest giver is standing inside a cave and it's the second quest he offers. I flew there from Orgrimmar and had my axe seven minutes later.

Description

Whilst that craven fool, Mok'Morokk, wallows in power and Tharg wrestles the demons of sorrow and vengeance and vies for leadership of the clan, I seem to be the only one concerned with identifying the source of aggression on our old home.

Why the puzzled stare, <name>? Expecting me to speak like an uncouth ruffian merely because I am an ogre?

Now back to business, bring to me the hearts and tongues from the whelps and hatchlings. I shall trace the root of this evil...
