although wowwiki does not list it as so, the prerequisites to this quest are And That's Why They Call Them Peons... from Blastgineer Igore and Between a Rock and a Hard Place from Scout Utvoch, the two NPCs on either side of him info courtesy of a GM

Before getting Spare Parts Up In Here! I had to complete

from the guys standing next to Sergeant Dontrag.

to turn in the quest Chief Blastqineer Bombqutz is located Krom'ga fortress camp and not in the mine
