Drops off Stormforged Monitor , spawns either in the center of the cave or right outside when you leave the cave again. This is to help groups because the questitem is only lootable for 1 person.
The Spawn itself appears to be triggered by moving to a certain point, so don't wait for it, instead keep moving around inside the cave and/or outside the cave.
Turn-in at Creteus , patrolling around 40/60.

Cave Entrance is at 27.0, 67.1

He appears to spawn upon in the centre of the cave (up the top) and out the front. He appears to spawn on your entry to those areas. Don't wait for the respawn, move away out of the cave and come back in. Otherwise its a 15 min respawn time.

I just saw a Monitor outside after i killed one inside too. Just check both areas.

He spawned outside just as I was leaving the caves. Guess it's to help you complete the quest.

In the center of the cave (when you enter, first crossing, take the middle pass), at 25.6, 68.2
the Stormforged Monitor jumps down from an upper ledge,accompanied by a Stormforged Eradicator golem. They hit pretty hard together.

The ring that drops is not a group loot, can only be picked up from 1 person at a time. That atleast happend to me. We searched the cave and found him at the ledge over the cave where you find Drom, and I got it this time.

This is not just a mob that pats around so you can whack it. I waited a long time in the cave for one to respawn, when I got bored I went outside, and one was standing out there in front of the cave entrance. I tried to shoot it but it was untargetable. When I came closer it went into a short speech then attacked me.

So I'd suggest wandering around rather than camping a suggested spawn point.

When I killed him a 80 Elite spawned and helped with the golem, but he left me to deal with the monitor, so you don't have to do it alone.

Confirmed, Monitor appears when your reach the center of the cave at 25.6/67.9

When the Stormforged Monitor attacks, his speech and that of the Frostborn Axemaster are typo city.

"Halt. If the core is in your possession, please place it safely on the ground to avoid any damage it make incur during your elimination."

"King Stormheart had me stop by to lend you hand - looks like it was good that I did. Good luck to ya."

Possible fixes: "to avoid any damage that may be incurred" "to lend you a hand"

Make sure you do enough damage to loot the Monitor. There is a Frostborn Axemaster who assists you, and he may get the kill. I had to spawn the Monitor a couple of times before I realized why there was no loot on the Monitor for me.

I hearthed out, flew back an hour later, there was no one outside the cave. I stepped into the cave a few steps, turned around, he was right outside the cave with the elite. I only had to fight the monitor; by the time I took him down, the elite was dead. Easy.

the monitor has a typo in his speech. he says "...avoid any damage it make incur during your elimination.", i'm pretty sure it should be "may" not "make"

The Lonesome Watcher

Recover Frostgrip's Signet Ring from an Iron Dwarf Monitor and then bring it to Creteus in the Foot Steppes.

Description

I never found the core... but I've often spoken to the keeper Creteus, and his omissions give him away. You'll find Creteus over the mountains to the east, in the Foot Steppes, keeping watch on the Engine of the Makers. The core might well be in there, but you'll need to win Creteus's favor.

The iron dwarves were here looking for something... it might well be the core. They took my ring. Find their leader, get the ring back, and show it to Creteus so that he knows I sent you.
