from the quest giver, turn around, then hang a right around the corner. You'll see the bombs dead ahead, about 20 feet away from the quest giver, in front of a little wooden platform.

Go back to the entrance and blow it up then out and around to the left (facing the entrance) for the lower shaft.

When blowing up the upper mine shaft, try just stepping a few steps back, so you are still inside.. It will blow you out the front hole =)

Had some trouble with the lower mine shaft until I figured this out:

You're in Wintergarde Keep. See that tower with the spinny model of the solar system on top? Go stand by it. (You're at 79, 45, by the way.)

Now face east, toward the wall. Jump up carefully on the wall. Look down. You should be staring at the lower mine shaft entrance.

once you blow the top one, go OUTSIDE, and take a right.
there will be a mob, kill it, and proceed down around the stone entrance. at the bottom will be the lower mine entrance.

First, get the bombs INSIDE the mine. Then, place them right in the doorframe of the 2 entrances, which are literally right next to each other. The upper one has a platform and a side entrance. Go through one of those and stand in the second doorframe. This quest is not hard once you figure it out.

As of 4.0.6, it appears the sparkles identifying where to place the bombs have been removed, as I just completed this without seeing them. They might be re-added in a future patch, but for now don't waste time searching for them. Just go barely inside either entrance and place the bomb and you'll be fine.

Confirmed. As of 4.1 the sparkles are still not present. The two exits are within twenty yards of each other, and are easily accessible from the outside (you can destroy one, hop down, and immediately destroy the other). Don't go looking for a northern entrance like I did, there isn't one.

The fact that I thought both were the same entrance should explain how close together they are.

Duh, the two entrances are in the same building at 80,44 (exterior) coords. On the platform you can see the upper; jump off and you can see the lower.

You only take the bombs once, from 80.74 41.32 then you use them on both entries.

A little fun trick I found when placing the bombs at the entrance. If you stand near them when they explode, you will be launched a fairly large distance at a high speed. Pretty amusing if you have a slow fall and aim it right.

I found that the bombs might be uninteractable, saying, already being used. The way I solved it was just keep on clicking till you pick up one.

Retrieve a Wintergarde Mine Bomb and use it to blow up the Upper Wintergarde Mine Shaft and the Lower Wintergarde Mine Shaft. Report back to Siege Engineer Quarterflash at Wintergarde Keep in Dragonblight when you have completed this task.

Description

If there is good in your heart and your conscience is clear, read on.

In this mine, near the foreman's scaffold, rests a hefty cargo of dynamite. Go there and pick up several bundles of the explosive and make your way towards the entrance of the mine. Once there, set the dynamite and blow up the entrance. Remember to do this for the upper and lower entry points of Wintergarde Mine.

You must leave nothing to chance. The evil that exists here must never be allowed out. Light guide you.
