Oddly, this is one type of dye that's seldom carried by vendors, repair NPCs, and trade suppliers who otherwise sell different colors of dyes. Your best bet is an actual Tailoring or Leatherworking Supplies vendor.

Unfortunately, the only place where you can buy it in Draenor is from Killga.
If you are in Warspear, the fastest way to buy one is by taking a portal to any major city.

In case you are forgetful like me, and wonder how many you needed for the Darkmoon leatherworking quest (Eyes on the Prizes), you need 5x.
You also need ten Shiny Bauble, and five Coarse Thread.

For the Darkmoon tailoring quest (Banners, Banners Everywhere!), you only need one.
You also need one Coarse Thread, and one Red Dye
