Crafting these is a great way to lvl at 100 engineering, Buy a stack of Silver bars, clear ur inventory and rip these. got me 36 lvls

I've just checked with the engineering supplies vendors in Booty Bay, Darkshire, Stormwind, Dalaran, Stormspire, and the spot just south of Zul'Gurub. None of these guys sell silver contacts anymore. Even better, the ones who are supposed to be in that gnome hut in Stranglethorn, south of Zul'Gurub no longer exist. It's just an empty hut now.

You need 10 of this for Big Iron Bomb if you pick a Goblin Engineering and specialist to Goblin Engineering.
At my server Silver Bar usely goes for 2g each. and Silver Contact cost's around 15g each.

Now it makes 1 Silver Contact, making crafting a bit tougher. Another "new" WoW change that sucks :(

So this needs an update bad. I flew to every single NPC that was listed and none of them taught how to make this. I found out the best way was to simply fly to as many Engineering Suppliers as possible to buy it from them. It's limited supply and very frustrating to find. I had the best time searching for it north of Ogrimmar, at each Rocket Rail Station. Each station has a supplier and so you don't have to fly to as many zones to find supplies in-stock. Hope this helps.
