Threw two of these at my companion pet (pulled one out at random, happened to be a level 16 Zomstrok). Nothing happened. Animation was really too fast to see, and it was more anticlimactic than throwing a snowball at a player. No buff, on me or the pet, nothing. Not quite sure what the point is, but now I have three fish left in my bag. Woo.

Edit: Placed one on the ground a little ways away from the pet, the pet ran up to it and pantomimed eating it. Did not throw it back. I have to take it to the vet now to make sure there is no intestinal blockage. Again, woo.

I threw this item a few paces away from my Westfall Chicken pet and it ran over; picked it up and brought it back to me. I could not retrieve it from my pet and then the Rubber FIsh just disappeared from the chicken's beak.

The Pesce di Gomma is part of the Tesori della Vastità Azzurra achievement and is located in the Upper Frostlands area in Vastità Azzurra.
The Pesce di Gomma is hanging from a hook above the water by the small camp, near Yennu.
Grab the Pesce di Gomma from the hook and you will get 5 Pesce di Gomma.

To get the most enjoyment out of this item, summon a transparent or "ghostly" pet such as Frostwolf Ghostpup and you can see through their model to see that they actually do pick up the Rubber Fish. To maximize your pleasure, roleplay walk to any vendor and type out, "hey, how much will you pay for this garbage?" and pretend your character is happy to get a few silver and an open slot in your bags.

Looks like these can rarely be obtained from fishing nets (maybe only in Azure Span; got one about 10 mins ago).

Tested the Pesce di Gomma as of today, on a Duck pet

Duck ran to fish location. Ran back - no item "fetched" and item was consumed
Safe bet to either just use them or vendor for 2s 50c each to clear those bags!
