This does not appear to be a 100% drop for the first timers. I did 2 Worldsoul Memory events in Azj-Kahet, and unlike Hallowfall and The Ringing Deeps, I did not get an Echoing Fragment for either of these despite scoring 100+ on Radiant Echo difficulty. Right now, I'm assuming that this will just come with time.

This is used for the achievement: Bribes de souvenirs which rewards Accord mémoriel

You are required to get 4 echoing fragments:

I had Fragment résonnant : île de Dorn drop from Souvenir de l’Âme-monde : les tranche-monde in the Thunderhead Peak area of Isle of Dorn.
I assume these drop from Worldsoul Memory events in their respective zones.

Did x1 with a lot of people through dungeon finder. My inventory was full so 3 of them went to my mailbox, receiving more than 1 is probably unintended

I got the other 3 really quickly but this one I have done 7 or 8 times and never got it yet on x1 not sure if this has to be a x5 or something
