This is only obtainable in the annual "Eastern Kingdoms Cup" event, which is scheduled to run from October 4th to October 17th, running for the first time in 2023.

It should be noted that the equivalent Kalimdor Cup was originally scheduled for 2 weeks, but was extended to 3 during the event. It's possible this event will get the same treatment.

You can get 9 艾泽拉斯骑手会徽章 per race for a total of 136 badges (126 from races and 10 from quest 东部王国杯入门) to pick the quest speak to 安德斯塔兹领主 next to the Rostrum of Transformation where you customize your Dragonriding drake in Valdrakken.

Badges can be exchanged for cosmetic rewards with 玛奇萨, by the Dragon riding trainers in Valdrakken.
You will need a total of 265 艾泽拉斯骑手会徽章 to buy all the items from the Vendor.
to get more than 136 艾泽拉斯骑手会徽章 you can do the races again with your alts :)
