I hope eventually this changes your mastery stat to actually show how much additional movement speed you're getting on Vengeance.

Tinkered with a movement speed Weakaura.
Mastery movement speed for Vengeance is Mastery Percentage / 2.5 and for Havoc it is Mastery Percentage / 3.

Taking my Vengeance Demon Hunter which has some items with the tertiary stat speed equipped:
172 Speed = 15.61% increase.
46,67% (809) Mastery = 18,67% increase.
Total movement speed = 134,28%.

Havok has a slight boost for Mastery %.
So 809 Mastery will come to 59.60% = 19.87% increase.
Total movement speed = 135.48%.

I decided to level up my Demon Hunter, which I used to run fast a couple of addons ago. I had gear with a large amount of Mastery (but not the best, most were just from auction). Some from BFA, some from SL, some from different bosses/world bosses. While I was increasing the levels, I did not change this gear. Maybe this information will be useful to someone:
Movement speed was measured by macro; where 100% is the base running speed (for comparison, ground 100%-mount is 200%, and 310-flying is 410%).
The current 50 lvl used to be the level when in BFA these "DH-runners" was stopped to gaining experience.
lvl. 50 - 138.1 %
lvl. 51 - 140 %
lvl. 52 ~ 139-138 %
lvl. 53 - 137.4 % ("Mastery: Demonic Presence" increases movement speed by 17.9%)
lvl. 54 - 136.2 %
lvl. 55 - 134.8 % ("Mastery: Demonic Presence" increases movement speed by 16.5%)
