How I expected it to work:
Each healing tick would apply another stack, resulting in 60% increase to everything but first 3 ticks.

How it actually works:
Casting Lifebloom will apply Lifebloom HoT and this buff, in order to get 3 stacks you will have to cast Lifebloom 3 times at same target before it expires/get's dispelled.

Yeah, so now it's even harder to heal with the default UI as a rdruid in pvp. This acts as a seperate buff to Lifebloom, and doesn't show on the default raid interface.

Note that this PVP talent synergizes poorly with the PVP talent "Early Spring". If you have both and your WIld Growth procs "Full Bloom" (Your next Wild Growth applies Lifebloom to all targets at 100% effectiveness) the Lifeblooms that are applied to anyone who gets the HoT from your NEXT Wild Growth will overwrite/replace existing Lifeblooms on them. This is a problem if you have the Focused Growth talent. The free lifebloom will overwrite the Focused Growth stacks and not apply 1 either. So you could go from 3 on your intended target to zero, (you'd need to cast Lifebloom 3 more times to get back up to 3).
