Ah now in PvP this'll encourage me to spend my WoG rather than save it for emergencies. So I have to choose between getting my CD's ready ASAP or keeping my instant cast ready incase of a problem.

Rough testing on my protection spec'd paladin gave me a decrease in cooldown for Divine Protection of 10ish seconds. This was ignoring any extra Holy power I could generate from Grand Crusader and no haste.

It should go without saying, but Shield of the Righteous and Word of Glory cast from procs of Divine Purpose did not reduce the cooldown.

I don't know if it makes this a good talent to choose, but I thought I would share this for others to consider.

To add to the above: I did some testing with this talent in relation to lay on hands, and it got lay on hands cooldown to 5 minutes or just barely over 5 minutes. I imagine it would take divine shield down in the neighborhood of 2.5 to 3 minutes cooldown... but i don't know if in 5.0.4, divine shield would be a good one for Prot to use, as last time i used it everything that was on me went after someone else in the party. Hopefully they've changed divine shield so it doesn't do that.

The reason "everything" went on someone is because grants you immunity to basically everything, and if that happens NPC's will attack something else, if available. It is not a bug, and it has not changed.

I did some extensive out-of-combat testing in holy spec and was able to find a number of consistent results.

I was able to reduce the cd of Divine Protection to ~44 seconds
I was able to reduce the cd of Divine Shield to ~2 minutes and 25 seconds
I was able to reduce the cd of Lay on Hands to ~5 minutes and 50 seconds

These are both true regardless of choosing or Holy Avenger as a t5 talent.
When using Sanctified Wrath I was only able to reduce the cd of Divine Protection to 48 seconds.
Divine Favor had negligible effect on reducing the cd of Divine Protection.
If you forget to use Holy Avenger while Divine Protection is on cd, you will only reduce the cd to ~48-50 seconds.
Forgetting Holy Avenger while Divine Shield is on cd in a raid environment will likely result in a longer cd than what I've found, though not significantly.
Forgetting Holy Avenger while Lay on Hands is on cd will not likely result in a longer cd.

Some additional notes:
Icy Veins leads one to believe that Holy Avenger is not a mana-friendly spell. However, in testing this I found that while Holy Avenger was up my mana usage was much lower. This makes sense as you use less Divine Lights or Holy Radiances per per Word of Glory/Eternal Flame/Light of Dawn.

I tested this using multiple talent builds as well as with multiple stat priorities but with the same gear. (meaning different reforging and gems)
I did mastery priority and haste priority.
The only difference I found was the cd on Divine Protection could conceivably be reduced to ~43 seconds when stacking haste.
However stacking haste will result in more mana problems.

This was done with Glyph of Divinity, Seal of Insight, and Blessing of Kings only. I did not have t14 4piece bonus. I did not use Glyph of Illumination.
My rotation was: Beacon on myself, Holy Shock, Divine Light as filler, and Eternal Flame to use Holy Power.

Conclusions:
In a raid environment, if choosing this talent it can be very beneficial to take or Holy Avenger as a t5 talent.
It will allow you to significantly reduce the cd of Divine Shield and Lay on Hands, allowing at least one or even two more uses of each depending on the length of the fight.
However, the cooldown of Divine Protection will not be significantly reduced.

As of patch 5.4.0 it reduces your cooldowns (by a flat 50%) to the following:

Divine Shield 2min 30sec
Divine Protection 30 sec
Lay on Hands 5min

I wonder if this and Lay Hands causes Lay on Hands to have a (10 - 4) * 0.5 = 3min or (10 * 0.5) - 4 = 1min CD?
