The 嗡鸣的沙堆 is part of the 到处都是沙子！ achievement

The 嗡鸣的沙堆 is located on a Locus Shift room called Dormant Alcove which is connected to Gravid Repose on the area to the north of 扎雷殁提斯 called the Resonant Peaks. It contains a 246 被遗弃的自动体回路 and other loot similar to one-time treasures. (200x 宇宙助熔剂)

A 空间开启器 is required to unlock it, which you can obtain from one of the following treasures:

Hotfix 03/24/22: They are also sold by the automa 奥利·玛努 outside Exile's Hollow for 200x 初诞者密文 after completing the 小机若，大英雄 storyline if you haven't completed the 到处都是沙子！ achievement.

To gain access to the Dormant Alcove you need to have completed 解决方案, Chapter 6 of the Zereth Mortis Campaign, and have 前调语理解 researched from the Cypher Research.

After that you will be able to see the 休眠凹室指向 on the Resonant Peaks at 51.03 32.49 on the side of a pillar out of reach from the ground. You can jump down from the Quintus or Ultimus Locus.

Interacting with it will unlock the Dormant Alcove as a teleport option inside the Interior Locus. /way #1970 51.03 32.49

NOTE: There are a few bugs found on Live that were not seen on PTR.

Opening the 嗡鸣的沙堆 with a full inventory will allow you to open the same one a second time, consuming another 空间开启器.
The 嗡鸣的沙堆 appears to share a spawn for everyone, if you cannot see them when you enter the room join a group for the World Boss 安特洛斯 to change to a different shard.

You need to collect at least 60 Cosmic Energy from white pools of energy around the Resonant Peaks, you can also get them from killing the devourers attracted to them.

Once you have at least 60 Cosmic Energy you can then use the Locus Shift inside Gravid Repose at 50.54 32.19 to teleport to the Interior Locus, there you will see a second Locus Shift called Arcae Locus at 36.44 31.58 that can teleport you to the Dormant Alcove.
