If you are Alliance, this is located behind the tree stump where you speak with Velen at the top of Moonwillow peak. Follow the path, then cross the water to the other shore.

Vesla's comment worked best for me. It's not an exact starting spot, but you see a path with a slight incline nearby. Winds around a lot. Finally, you go down a bit and see willows with a huge cone on the grass kind of out in the open. Mouse over to get tooltip and verify.
