General info:
Rare level is scaled to your level, so it can be level 100-110. (Works everywhere except Suramar)
If your friend is 110 and you are 100 both of you can see different HP and different level, and still fight in the same phase.
He gets more HP and attacks buff, when he is objective of the world quest.
Rare NPC in legion have almost instant respawn time (1 min max)
On first kill drops 职业大厅资源 and sometimes 勇士的荣耀
勇士的荣耀 can be buffed with 神器调查笔记

if you start in "Lorlathil", take the south way and follow the road to the East until you will reach the "Moonclaw Vale". Take the bridge on the left side, you will see 皮里克斯 to the right, close to the waterfall.

I've noticed a number of mobs and dungeons from Legion especially that don't play well with the level squish. I'm looking at him as a level 19 rare, but he hits like an old school party-of--required elite.

yeah don't bother with this dude he just spams demons

if you don't kill demons you die, if you kill demons he just spawns more :(
