This NPC is the objective of the mining quest 至高岭牛头人 and can be pretty difficult to find. He's located in the Ironhorn Enclave and you have to follow a specific trail to reach it. Start at the meeting stone for Neltharion's Lair (south of Thunder Totem) and take the path to the right of the entrance, alongside the mountain, and then up towards the tents. It will tell you that you've entered Summitcrest Basecamp. Follow the path up the mountain, turning left after you cross the long bridge.

From the 奈萨里奥的巢穴 meeting post at 50.00 68.64 in 至高岭, head West 150 yards to 48.0 68.1, then head upwards, following the path. It will lead you left at the tents, and zigzag upwards into the areas Greystone then Highmountain Peak. Keep heading upwards, continuing over the bridge at Frosthood Watch, 49.87 79.66. Follow the trail left, and where it ends at a pile of rocks at 50.35 80.61, continue straight ahead to the hand in 至高岭牛头人 to 罗诺斯·铁角 in Ironhhorn Enclave at 55.09 84.06. Pick up the quest 谨慎对待, and as you'll be returning to hand it in, don't forget to cross the pond before you leave to get the flight point from 普卡·火披 at 56.82 83.85.

PSA: if you need to go see 邪能工匠娜瑞莎 in Suramar because you have 邪能工匠 and you're not 110 yet, bring a 地精滑翔器工具包 with you to Ironhorn Enclave and you can glide from there straight to Nal'ryssa. I did it on my DK at level 101. The main point being to get her Darkheart Thicket quest which opens up the rank 2 mining skills.

When you're facing Ronos, turn around and head out of the enclave the way he's facing, south up and over the snowy slope.
Curve right until you get to the top of a waterfall, then jump off at full speed.
Let yourself fall for at least 12 seconds otherwise you'll be too high when the glider runs out.
Aim straight for Nal'ryssa and try to land on the giant rock behind her. If you overshoot into Felsoul Hold it's OK, there's a ramp up right next to her.
