无名君王 is a rare spawn located in Stormheim. If you are looking at your map, his burial plot is located slightly under the "HA" in Haustvald.

There is a sign next to his offering shrine that says:
He Who Shall Not Be Named.
Upon clicking on his sign, you are offered the following text:
May this failed king forever be emtombed within his corpse till the end of days.
May his name be striken from memory, may his legacy rot on the vine.
Such is the fate of those who would defy the mystics.

When you engage him, he will melee you, and do abilities called Sweeping Blade, and Nameless Curse.

Upon killing him, I received x1 勇士的荣耀 and x45 职业大厅资源.

Spoilers below:

After you kill him, his spirit rises above his corpse and says:

Free! Free from that Accursed Body!
By besting me in battle, by destroying my body, you have undone the vile curse laid upon me by the mystics.
I was the eldest, I was to be king. Not that runt Skovald!
I go now to the Halls of Valor. You have my everlasting thanks, champion. May you one day die with honor.

General info:
Rare level is scaled to your level, so it can be level 100-110. (Works everywhere except Suramar)
If your friend is 110 and you are 100 both of you can see different HP and different level, and still fight in the same phase.
He gets more HP and attacks buff, when he is objective of the world quest.
Rare NPC in legion have almost instant respawn time (1 min max)
On first kill drops 职业大厅资源 and sometimes 勇士的荣耀
勇士的荣耀 can be buffed with 神器调查笔记

he doesn't always rise up after you kill him and say he's "Free", etc. I wonder why?

Edit: looks like you need to read the sign near him first. probably a bug.

无名君王 is located in 风暴峡湾.
Coordinates: 67.2, 39.8 - 风暴峡湾, Field of Fallen Kings,
Flight point: Valdisdall - 驯龙者加哈尔
Item: 无名君王的头环
Achievement: 风暴峡湾冒险家 -

if you start in "Valdisdall", goes North to "Field of Fallen Kings" to the end, West from "Haustvald", there is a narrow path down to the sea. Don't follow the path, before is a stone circle with an signpost "天谴之人" and "祭坛". Set fire and 无名君王 will appear.

If you kill him and don't get the WQ to complete, try logging out nearby and then logging back in. If you see the Warden NPC talk to you ("A deadly mark is near your location"), kill him again once he spawns and it should complete.
