One of 4 new vendors with whom you can upgrade your items using Valor, Justice, Conquest, or Honor currencies.

Wowhead explains how the upgrade system works in their Patch 5.1 coverage here.

NB: Even though it's not currently clear from the in-game "Item Upgrade" panel, upgrading a trinket does upgrade both its baseline stat and the on-use/proc effect. For example, you can see on the caster DMF trinket that clicking the "Upgrade Level 1" box increases the int proc from 3,027 to 3,141. If you want to preview the effect that upgrading a trinket will have, use wowhead instead of the in-game panel.

This particular NPC is located in the Alliance Shrine of the Seven Stars, in the Vale of the Eternal Blossom. He's in the same hallway with the reforger, transmogger, and void storage NPCs.

Beware, if you are trying to upgrade a BoE item in hopes of selling it for more, or simply trading it to someone else, the item will become soulbound upon upgrading.

ok just to let you all know, if the item is reforged it will upgrade the stats of the reforge too.

The Upgrade System these NPC's offer has recently been removed from the game. Whether or not this feature returns is unknown at the moment. The NPC's themselves can be found in their usual areas, but now appear as "Holographic Projections", and can't be spoken to.

Edit: The Upgrade system will be arriving back in 5.3, with reduced prices, but only available for PvE gear.

Edit #2: Along with returning in 5.3, it will also come at a reduced price of 250 Valor Points, down from 750.
