Li has many breadcrumbs leading up to her, which are all offered in different areas: the Summit, the Townlong Steppes, the Dread Wastes itself and the Vale's main area: all to point level 89 characters to the final chains in the Dread Wastes which level considerably faster to 90 than any of the adjacent areas.

女射手李琪薇 ends several breadcrumb quests offered to players as soon as they reach level 89 in order for them to begin questing in Dread Wastes. For a lot of players, its not intuitive how to reach her because she is located on the Serpent's Spine and on the border between zone maps. Here is a full guide:

From 昆莱山 (quest 恐惧比死亡还可怕):
Talk to the flightmaster 风筝大师林息 that gives this quest and fly to "Serpent's Spine, Vale of the Eternal Blossoms". Alternately, you can ride to Shado-Pan Fallback, enter the doors and ascend the staircase to the top of the wall, you can then ride southward to get there.

From 螳螂高原:
反击恐惧 - Return to Shado-Pan Garrison, talk to the flightmaster 风筝大师姚莉 and fly to "Serpent's Spine, Vale of the Eternal Blossoms".
南方的威胁 - This quest seems to be bugged and might not give the correct flightpath (and the text doesn't even mention it). You can either drop it and take one of the alternate breadcrumbs listed here (closest is 恐惧空间), or ride to the Dread Wastes, going to the northeast corner of the zone to the Terrace of Gurthan. Next to the wall is a very small coil of Shado-Pan Rope that you can click on to ascend to the Serpent's Spine where you can reach Bowmistress Li (and also learn that flight path).

From 锦绣谷 (quests 卡拉克西/卡拉克西):
Taking your faction's quest adds the flight path you need. Talk to the flightmaster in your city and fly to "Serpent's Spine, Vale of the Eternal Blossoms".

From 恐惧废土 (quest 恐惧空间):
Taking this quest adds the flight path you need. Talk to the flightmaster 飞桶阿晋 at The Sunset Brewgarden and fly to "Serpent's Spine, Vale of the Eternal Blossoms".

You will have to fly there with a flight master, unless you have a flying mount.

I see ropes near the wall for getting up now that I'm questing here, I am unsure whether I oversaw these when I went to the wall first by ground mount. Can anyone confirm this?

You can get to her using rope located in Dread Wastes(75, 21) its near the wall, and using flight master.

Of note: it's also possible to leap from the higher portion of the Serpent's Spine wall down to her with the use of a speed boosting or slowfall ability. Engineers and mages should have a particularly easy time making the jump.

Depending on where you're travelling from, this can be significantly easier - you can just ride your mount down the long (but uneventful) length of the wall instead of weaving through ground terrain and hostile mobs.

If you're 120 and started anything related to patch 8.3, you might have to speak with Zidormi before being able to see/interact with this NPC.

At the time of writing during patch 8.3.0, she is bugged out when you are on the wall where she current is, however if you are flying on the outside of the wall here: https://imgur.com/Izc23ig you can see her, this is where the trick comes in.

You need one addon for this to work: Azeroth Auto Pilot - https://www.curseforge.com/wow/addons/azeroth-auto-pilot

This "trick" is simple, download the addon, and for me, I had it, ElvUI and the module named "Azeroth Auto Pilot <3> 80-90" enabled so there's less of a jump when it phases you away from her. Park your character to where I shown you in the above screenshot, and quickly fly fowards and right click her, quests pop up and Azeroth Auto Pilot accepts them for you! I literally found this today because I couldn't accept the quests for myself as I was simply too slow in clicking the quest and accepting, but this addon bridges that gap.

As of 2021 this quest is still bugged.

The turn-in NPC is missing and completing the quest requires submitting a ticket to have a GM complete it.

And what's really funny is when you arrive your toon just sort of drops out of the sky and lands on the wall because there's no flight master endpoint.

Also there is no longer any rope on the ground to climb up.

Not one mention of her awesome quiver she has on her hip. A pity that she doesn't have a proper recurve bow in her laft hand to go with it.
And a shame she doesn't appear in further expansions involving the Shado-pan.
