This vendor may be unmasked using the Amani Hex Stick on the Forest Frog mobs in Zul'Aman. In addition to the items which are currently listed as being for sale from him, Harald also has the chance to sell a rare spawn item, the Sealed Scroll Case. This case may contain, as I experienced, Mysterious Fortune Card, or possibly even a random Darkmoon card. As of the hotfixes for May 4th, the case no longer solely yields Darkmoon Card of Destruction.

The case itself costs 25 gold to purchase.

If you try talking to him after you clear ZA he usually won't open a vendor window, so do any shopping beforehand if you're trying for the Scroll Cases.

Halfway through a run I decided to use my sticks up. Spawned 阿拉尔德 and picked up a 密封的卷轴盒. Upon finishing the instance I waited for the NPCs to run to the downed boss congratulating me , clicked 阿拉尔德 again and his limited supply was refreshed with another 密封的卷轴盒. This also worked with 尤琳达!

If you can't find him in the areas on the map above, look where all the Amani'shi Peons are. It took 9 tries (all the sticks I had) but I got him to pop on the last one.
