He's on a hill, not the ground level with all of the other mobs.

Took me like 10 minutes to find him lol ( i hadn't been back there since Burning Crusade like 2 years ago).

Here is my experience summarized on how to get this item. I just did it on one of my characters to prepare for Timewalking in patch 6.2.

Before you start you might consider purchasing the required materials that will be required further into the quests. It can help reduce farm and speed up completion. At some point you'd need to turn in 10x复仇军监牢钥匙, but in addition you'd need one extra to continue the quest chain. So if I were you, buy at least 10 of these from the Auction House. Though this is not required, just saves you perhaps an hour of farm in total (if unlucky like me.)

Anyway start by doing these quests in the following order:
1. 寻找阿米尔 (requires Honored)
2. 拯救任务
3. 复仇军的秘密 (repeatable, do once)
4. 一千个世界 (requires Revered)
5. 巴什伊尔的静止间
6. 巴什伊尔的房间 (repeatable, do once)
7. 节点之王的印记
8. 法力陵墓的静止间
9. 节点亲王沙法尔的私人房间 (repeatable, do once)
10. 哈拉迈德之眼 (requires Exalted)

One tip to greatly increase the speed of the farm is to actually enter Heroic 法力陵墓 because you can farm the last boss indefinitely. He will first spawn 虚灵航标 and these mobs will spawn 虚灵学徒 and these give 10 rep in Normal, and 21 rep in Heroic. If you have 4 hours to kill spamming one macro, basically create this:
/cleartarget
/targetexact Ethereal Apprentice
/use ABILITYTHATCANBESPAMMEDTOKILLSTUFF
/stopattack
/tar player
/use Battle Standard of Coordination
I've included the 协同战旗 to speed up the process. Also helps you not forget to spawn it once it is off cooldown and the old one despawns.

Once Exalted you can go to 指挥官阿米尔的影像 and complete the final quest 哈拉迈德之眼 (only requires Exalted, nothing else) for 哈拉迈德之眼 and you can spawn 尤尔 each time you visit the instance - no need to farm keys for one time use consumables.

Good news, everyone!

If you lose 哈拉迈德之眼 (because it's been a pretty useless item for a few expansions now), you can return to Ameer and tell him so. He will give you a replacement.
