General Respawn Info
Only part of Dragonflight rares are active during a single daily reset.
Most of the time you will be able to find only small part of all zone rares and they will respawn after kill in relatively short time.
But after daily reset they will disappear and a new pack of rares will be active.
So most of the time you will come to the spot and see nothing there. At least this way it was on Beta

Rare is a part of 觉醒海岸冒险家 achievement.

Killed her today on EU Servers. You know she is active / about to spawn, when the binoculars thingys are there. Once the 4th shows up, she is about to spawn soon.

Spent some time camping her today because I was curious about the long respawn time. Seems to be about 5h 30m or so in the one time I observed her. At about 3h after her last kill time, 2 ghostly telescopes spawned to either side of her spawn spot. A third ghostly telescope spawned at the 3h 30m mark and sometime in between the 4h and 5h mark a fourth telescope had spawned. At 5h 30m she respawned.

Waited around for this to spawn, since comments seemed to suggest that she spawns some time between 45m to 1h30m after the fourth telescope spawns... I had a stopwatch running and it took 2h15m for them to spawn after the fourth telescope appeared.

I flew up to her spawn point today and saw one ghostly telescope so I knew that she would spawn eventually. I waited about 30-min and a second telescope spawned. About 10-minutes after that, the rare spawned. I never saw more than two telescopes, so I think they aren't an exact indicator about when she'll spawn. It seems like the only important indicator about her spawning is there being at least one telescope at the tower, and she'll spawn randomly after that. After she died, all of the telescopes disappeared.

fly all the way up to the tower to check if she's up. i didn't get a rare indicator on my map on the ground.

Not sure if it was a glitch or coincidence but there was only one telescope today while I was working on achievements and while I was just looking around I placed my camera view as if looking from the sky though the lenses towards the ground, where someone using it would be and she immediately spawned. As this was my first time downing this rare, it could very well be a fluke but I was thankful not to have to wait several more hours for 4 of them things to spawn. Worth a try if you are there and read here about how long she takes to spawn. Good luck!
