Not registering as a rare for me. Did see the mob up and killed it but it dropped only a Motionless Stone.

It seems this rare is only treated as such by characters under level 70.

My Level 70 hunter has at no point received loot from this enemy, it being treated as a normal mob.

However, my sub-70 alts have seen it as a star icon rare multiple times, and received loot - including the Drakewatcher Manuscripts on its loot pool.

not listed under abilities, he also has a seismic shield that you'll have to break through. I couldn't kick his stun ability, so just move out of the way.

I'm going to go so far as to say this is bugged. Loot table states it drops a 'Primalist Toy'. So I hit it every day for 14 days on my level 70 Priest. I got a 'Motionless Stone' on all 14 occasions.

The positive thing is Klozicc does respawn in a few minutes so no Rare timer to worry about. Out of curiosity I killed it 3 times in about 6 minutes. Still only dropped the Motionless Stone on all 3 occasions

Update: Brought my Level 66 Hunter through to hit this boss. SilverDragon addon immediately told me it was a rare. So I killed it and it dropped the toy. Well there you go. Maybe its not bugged? Perhaps it's only for those under level 70?

It seems you only get credit (and rare loot) for the first time kill of this mob.

I tested with four characters - three levels 70's and a level 66. Two had killed it previously, two had not. For the characters that had NOT killed this mob (including a level 70), the mob showed as rare. For the two that had killed it previously, it showed as a normal mob. I killed the mob on all four characters. The rare mob dropped blues. The normal mob dropped grays (motionless stone).

Next day, after reset, the mob showed normal for all four characters. Killing it dropped gray trash.

The rare version of the mob has an associated quest 升腾者克罗基克. To check if you have killed it before, run this script in game:
/run print(C_QuestLog.IsQuestFlaggedCompleted(66960))

Tried this as a lvl 61 frost mage...and it did NOT go well. I popped everything I could against him, too.

So, as I understand it, these rares always up, but they don’t drop anything except gold. To be able to get anything, you need it to be active as a rare on your map. This happened to 升腾者克罗基克. He alwys up but in 1 day he was how "rare" with mark on map, and i got loot +reputation. It's very strange but it works.

Can't confirm because I haven't really tested it enough but some of these rares might be once per character loot eligibility, but only certain ones, it seems like a fresh new character I always get loot from this guy 100% of the time on first kill, characters that I have killed them on get a random grey item, but it's weird because the other rares for example, Prozela/Terillod also have the same star on minimap only once per character kill ever, but they still give blue loot randomly if killed multiple times on the same character.

So.. after having not gotten this pattern on any of many alts' first kill (so to be sure that the NPC was their 'Rare Elite' version), what's next in farming this? Does one have to resort to making new temporary alt after new temporary alt simply to throw at this NPC in hopes of getting the drop or..? Anyone have any useful insight?
