Just camped him after turning up to his corpse, he spawned after roughly 60 mins.

If anyone is wondering, the Rare does spawn during the event "Hunt: Death Elemental" which is located in the same place the Rare spawns. I just killed him after camping around 40 minutes during this event.

I have been camping this rare for over an hour on Mal'Ganis NA, war mode off. Turned it on and went back, still nothing.

The Hunt: Winged Soul Eaters is up, I am thinking Darklord Taraxis will not spawn while this event is active.

Please correct me if you have more details on the conditions of his spawn.
