He's standing in the middle of the Ring of Law, in such a way that you can't talk to him without starting the event. You have just enough time to run out before the gates close though, in case you're only interested in the coin.

It's possible to reach him without aggroing anything at level 70 if you have the Shadowforge Key. It's doable without the key too if you have stealth, otherwise you'll have to kill the first two dwarfs as you enter. You will have to watch out for a few patrols, but overall this is no harder to solo at 70 than the outdoor ones. Should be soloable at level 60 too, but below that you will need a group to reach him.

Warlocks can place their demonic circle infront of the gates and teleport outside of the ring once the glates are closed.

It's not hard to do the event but if you want to save time...

If you have the key, go in through the two gates and then the steel door (the one on the left that's kinda hard to see if you don't know what to look for). Go up the stairs, pass the fire ele, and go up the next flight of stairs also. Jump into the arena pit; he's down there.

For Lowbies: Be ready to hearth out before you jump in. Once you get down there, you have only a few moments to get the coin and cast the hearth before the event begins and you get creamed (unless, of course, you're actually in a group when you go, heh).

If you don't have a key: Go inside and run forth till the large room opening in front of you. You'll need to go inside the second entrance on your left, first one being one with a steel door that can only be opened by key. Go on the second entrance and run forward, you'll see a bunch of closed doors, then an opening on the right. Well, the elder won't be in this first opening, so run more till you go up a bit and see another entrance on the right side. Go in, do the quest, hearth out.

Very easy, when you get thru the entrance you'll have locked gate on your left don't go there go straight. You'll enter big area with tunnels around, go to one straight ahead of you. When you enter that tunnel there will be small grp of mobs 3-5 I believe kill them and there will be small opened gate on your left at that point you;ll ses yellow "!" leading to your elder. Run in click on elder to complete the quest and run back quick as the gate will close and you'll start the event.

If you are taking the shortest route from the main entrance:
Go straight ahead into the main cavern; continue straight ahead into the middlemost cavern; enter the Ring of the Law on your left; you should be able to see the elder.

If you are using the main entrance and you would like to use Shadowforge Key to avoid encounters:
Go to the left and through the locked Shadowforge door; go through the next locked Shadowforge door on your right; go through the locked East Garrison door on your left; go up the ramp on the right; go through the small doorway to the right of the ramp straight ahead of you; you should see the elder in the centre of the Ring of the Law.

If you are starting from the Grim Guzzler (because you used the Direbrew Remote), once you are out of the tavern you simply need to keep to the left:
Exit the brewery and take the ramp down on your right; head straight through the Shadowforge City to the Manufactory; keep to the left till you find the ramp up to the West Garrison; go left and continue through the Shadowforge City into the East Garrison; keep to the left until you reach the ramp that leads up into the spectator area of the Ring of the Law; either go up the ramp and jump down into the pit, or go past the ramp and take the small doorway to the right of the stairs directly in; the elder is there ahead of you.

In all cases, beware that the elder is standing in the event area that will begin the Ring of the Law fight. If you do not want to fight or use your Hearthstone to escape, quickly run back out of the door you entered from before it closes as soon as you receive the elder's coin. (If you came from the Grim Guzzler, you may wish to instead take the southern entrance on your right, so that you may simply turn right and head straight through the hostiles to the main entrance.)

Walk into BRD, open the door to the left, then the door to the right, then the door to the left, up the ramp and continue heading straight and then jump into the pit.

黎明长者 is located in 黑石深渊, in 东部王国, in the area 燃烧平原, in the 黑石山.
You can only find him during the Lunar Festival.

Enter the black rock from the south.

Go down the chains in the middle.

At the bottom, after the room, turn left and go straight ahead. When you open the map you can already see the entrance.

When you are in 黑石深渊 go over to the other side and then left into the "Ring of Law".

黎明长者 is standing there in the middle.

In case anyone is as lost as I was, user fatboys1im gave the best, most straight forward directions if you are just entering this dungeon from its main entrance:

"once you enter, GO STRAIGHT .... into detention block, the large room full of pats. Now, head for path straight ahead of you, it will lead to green pathway (on your map) that surrounds the ring. Enter ring, first door on left, turn in quest, leave."
