Chronicler Shoopa is the NPC Horde players can pick up the BFA weekly quest from and/or turn their weekly quest in to. Shoopa can be found in Little Tortolla in Dazar'alor (BFA Horde major city) at (56,88). You can reach Chronicler Shoopa's location by going to the lower level of the Grand Bazaar (section directly below the flight master) and following the wall east. Shoopa will be standing in an alcove directly to the left of the stair case. The Alliance equivalent of this character is 记载者图帕.

Shoopa offers the Emissary of War in BFA. I imagine this NPC will be our new Archmage Timear from Legion.

Shoopa, found in 达萨罗 (map), provides weekly bonus quests, awarding powerful rewards for different activities each week.

To see what bonus event takes place each week and what event is currently active, see World Events>Recurring.

The quests are available in your Adventure Journal (Shift+J by default), but are also offered by Shoopa (and 记载者图帕 for alliance). The quest will go along with every bonus event and gives you a powerful once-per-event reward. All bonus event quests has to be completed during the event and is removed from your log when the event ends (weekly reset day).

Below is a list of all events, the passive bonus effect during that week, the quest and reward for that quest.

记载者修帕 can be found in BFA in 达萨罗 located in a building to the right of the Transmog people down near the docks. Note that I am lvl 112 and he/she? did not have the quest 崩裂的时光之路 available for me, but there was a quest available for my husbands lvl 120. I am not sure if the quest availability is lvl based, but it is my best guess. Hope this helps.

Thank you for the above comments Re : Chronicler Shoopa in BFA in Dazar'alor . in Little Tortolla, located in a building to the right of the Transmog people down near the docks. He only gives the Timewalking Quest if you are max Level, 120 .
