Found during Beta: Sotnar's Rest just north of Shield's Rest in Stormheim. (location: 67.3 14.6 )
462k Health level 102.
Easily Solo'd as level 102 hunter.

Edit: also found it due east of Sotnar's Rest swimming in a giant skeleton (location: 71.8 16 )

Guards the entrance to a secret cave underneath Sotnar's Rest. The cave itself is full of steam vents.

Found another one of these guys at 60.41, 7.96 in Highmountain. This one doesn't seem to be guarding anything, but there is a shipwreck right next to him and some ruins nearby so it's possible that I missed something.

Just found another one of these at 71.15, northeast of Stormheim with a bunch of floating Lifeless Murlocs around him.

There is also one up on Highmountain around Murloc's camps, follow in old elven ruins, find a boat, the shark is right there.

Didn't get a screenshot, but when I killed one in northern stormheim above shield's rest, borderline fatigued zone, an NPC named Havi says "It seems you two share a kinship. An ally is an ally... No matter how small!"
I wasn't near any world quest, so maybe there's an order to kill these toothless jerks in or something for something neat.

I'm forever hopeful that this mighty beast is tied, somehow, to Water Stone since the flavor text for that hook is "An heirloom and legend amongst fishermen, this is the mighty hook broken by the Fish That Got Away" and we can all agree that these babies are full of evidence that they did indeed get away & there are a couple of broken hooks sticking out there. Again just speculation but it would be nice if it gets it's 15mins of fame since it's such a survivor.

One thing that I have noticed that was weird is it does despawn after x amount of time if you have it targeted, but it respawns fairly fast... things that make you go mmmmmm.

Also the one I found was located at 92.42 , 57.96 - Azuregale Bay and I did a full circle of Broken Isle and it was the only one up for me at the time.

EDIT: so I decided to revisit the one I found at Azuregale Bay today and it never spawned... seriously there has to be something that beats the eye with these guys.

The Toothless Great White I saw, way up north-east in Stormheim, at a sunken statue in the sub-zone "Sotnar's Rest" (off the map, north of Shield's Rest), although the shark is in "The Great Sea" and will despawn if you are in the sub-zone.
The shark is "protecting" an entrance of a cave, with an extremely small entrance, directly below it.
67.3, 14.6 = entrance (Great Sea). You can fly/water-walk/swim up there without fatigue. It's also swim-able to the cave for people without wather breathing.
The small cave seems to be a bit of a puzzle, with a patch of sand and a lot of 蒸汽喷吐s doing massive damage (up to 3M!) and knocking possibly you to other Steam Vents.
In the middle of the Steam Vents was a small item on the sand, which looks like a perfectly round purple orb. But the orb was not click-able.
I managed to pass the Steam Vents and stand on top of it, but nothing happens and neither becomes it click-able. Even after killing the shark or not.
Be careful! The Steam Vents seem to move a bit every time and can get you eventually while you are researching this.
And you do not want to die all the way over there. ;)

Found it! It's part of getting 饥饿之爪 (pet) and 深海水母 (mount)!

This npc is also located east / north east of Shipwreck Cove, top of Highmountain. Respawn time is around 5 min.

The same shark is in Stormheim, Loch Varmad at around 65 17 but it's the wrong one. The correct shark is The Great Sea zone (on your map it will be above the island shaped like bowtie, named Shield's Rest). Fly north-west towards the rock formation in the distance coming out of the water. You'll find this shark in between those rocks.
