Got this mission while still being rank 1 in brawler's guild.
It did appear 3 days after I completed the 3rd mission, this being the 4th in the 5 mission chain for getting meatball.

Getting 肉弹 as an Order Hall Champion requires you to join the Brawler's Guild and then complete a series of quests, some as Order Hall missions and some regular quests.
The final quest in the chain will reward you with your new champion.

Quest chain:

Get a 拳手通行证/拳手通行证 so you can join the Brawler's Guild.
Defeat 奥索, the first fight of the Brawler's Guild.
One Brawler's Guild win is required.
Complete 不存在的搏击俱乐部 (Order Hall mission).
Rewards: 粗鲁的信.
粗鲁的信 starts the quest: 人人都爱看搏击.
Return to the Brawler's Guild and fight in 5 matches or just stand there and watch others.
Complete 战争议会 (Order Hall mission).
Rewards as a bonus roll: 一小撮矮人胡须 - Aim for 200%.
一小撮矮人胡须 starts the quest: 携锤傍身.
Return to the Brawler's Guild and give item to 酒吧老板汤斯丽 (A) / 布鲁诺·防火棉 (H).
Complete 清洁时间 (Order Hall mission).
Rewards as a bonus roll: 断裂的扫帚柄 - Aim for 200%.
断裂的扫帚柄 starts the quest: 清洁工作.
Return to the Brawler's Guild and give item to 酒吧老板汤斯丽 (A) / 布鲁诺·防火棉 (H).
You are here --> Complete 暗影大师 (Order Hall mission).
Rewards as a bonus roll: 燃尽的暗影蜡烛 - Aim for 200%.
燃尽的暗影蜡烛 starts the quest: 攻杀暗影.
Return to the Brawler's Guild and give item to 酒吧老板汤斯丽 (A) / 布鲁诺·防火棉 (H).
Complete 怪异预感 (Order Hall mission).
Rewards as a bonus loot: 肉弹肉块 - Aim for 200%.
肉弹肉块 starts the quest: 捣肉成弹.
Return to the Brawler's Guild and give item to 酒吧老板汤斯丽 (A) / 布鲁诺·防火棉 (H).
Rewards: 肉弹.

Note #1: The 拳手通行证/拳手通行证 is account-wide and opens the Brawler's Guild for all of your characters.
Note #2: If you fail to get the bonus loot, the quest will reappear and you can try again.
Note #3: If the chain bugs and you stop getting missions (can be caused by using the mobile app), buy 挑战卡牌：背叛者奥索 from 卡牌商人蕾拉 (A) / 卡牌商人阿弥 (H) and defeat him again. The mission you were on should reappear in your list.

This mission won't appear until Its Clean Up Time is no longer in the list of missions and Broken Broom Handle is turned in. I've had characters beat only Oso and complete the chain. If you stop getting missions, you have to win another brawl. Using the Oso card and beating Oso is sufficient for this. Using the Legion Companion App can cause issues with the missions. It's better if you complete the missions in game instead of through the app.

Had this mission show up immediately after I beat it once. My mistake was to complete the mission in the App, don't complete these missions in the App.

This xpac sure is buggy.

This mission popped up for me exactly 60 minutes after handing in the broom quest at the Brawler's Guild. I've only killed Orso once and i'm not even touching the companion app on any char while i'm on these quests.

I'd like to ask a really good question:

Is there a way to track if I completed these one-time order hall missions? You know, just like there is a script to track if I completed ordinary leveling quests.
