This is one of the new items that once learned, gives a character the ability to ride a specific Pandaren racial mount.

As of the launch of MoP, there is no Dragon Turtle vendor for Horde. (This was a problem during beta and has yet to be fixed, but surely the problem will be rectified during a maintenance soon enough.)

蓝色龙龟缰绳 gives the ability to ride 蓝色龙龟

绿色龙龟缰绳 gives the ability to ride 绿色龙龟
紫色龙龟缰绳 gives the ability to ride 紫色龙龟
红色龙龟缰绳 gives the ability to ride 红色龙龟

Level 40:
巨型黑色龙龟缰绳 gives the ability to ride 巨型黑色龙龟
巨型蓝色龙龟缰绳 gives the ability to ride 巨型蓝色龙龟
巨型棕色龙龟缰绳 gives the ability to ride 巨型棕色龙龟
巨型绿色龙龟缰绳 gives the ability to ride 巨型绿色龙龟

I wish these mounts increased swim speed as well. Plus, they seem slower as ground mounts than all the other mounts.
