That said, MoP will introduce a new way of enchanting your shoulders. Scribes will now take the task of enchanting shoulders, previously it would typically require a rep requirement/grind.

MoP:
Inscription FTW: Now everyone has to get their enchants from the scrolls that Scribes make. Scribes still get their "scribe specific" enchants. See below:
(Note: Most likely, the more powerful the enchant is, the more (rare) mats required for it are.)

As of Patch 5.4, all Enchants now scale to level (that is, scale down. Low level enchants do not scale above their intended level) Therefore at Level 85 you will see the following stats on the Tooltip rather than the 120 Agility and 80 Critical Strike shown;

Permanently adds 30 Agility and 20 critical strike to a shoulder slot item.

This can be confusing if you are on a Level 85 character checking these in the Auction House expecting the full effect, especially as it is useable at Level 85.

You can check what the stats are at which level by checking the Spell effect here on Wowhead by clicking the Use in the tooltip. For example:

Then use the slider below the Tooltip to adjust the stats to the required level.

For this enchant the stats are the same as the rare quality shoulder enchant from Cataclysm at Level 85, Lesser Inscription of Shattered Crystal.

As soon as you hit Level 86 it scales directly to the full effect with no scaling from 86 > 90 according to the slider.

Warning: if you twink, don't upgrade your shoulder or leg heirlooms more than once or you will not be able to apply this enchant anymore with your level 100 toons.

Why? An heirloom that is upgraded 2/2 is ilvl 605 when you are level 100, meaning that your main cannot apply this enchant (cannot be applied to Tim's higher than ilvl 600) to the 2/2 heirloom and mail it to your Twink. If it is only upgraded once, (I.e. So the heirloom is 1/2 ..works till level 90) then you can still apply it.

If you were not aware of this and upgraded your legs and shoulders like I did, then you can still apply the enchant if you have another toon that is greater than level 85 but less than 99. But otherwise you are screwed, and according to a GM ticket response, it is not possible to un-upgrade an heirloom.

As of 8.0.1 and the ilvl squish these can again be applied by lvl 100s as the shoulders are 136s now. Happy Twinking!
