Horribly itemized.
Considering Dodge is our weakest survival start (due to high diminishing returns) and the complete lack of a Gem Socket (which the iLvl 476 Blacksmith Hands has a socket, along with Parry/Mastery stats) this is a HUGE avoidance LOSS compared to items of lower iLvls.
Use your Tier Token on the DPS Hands.
Even reforging the Dodge to Mastery, you lose so much avoidance compared to the BoE Blacksmith Gloves, I'd only recommend this if you are 1 piece away from your 4-Set Tier Bonus, and even then I'd replace it after u find a different Tier Set Piece to complete the bonus.
