We call ‘em Darkmoon Artifacts, and there’s all different kinds to be found all over Azeroth. The Darkmoon Field Guide helps you discover artifacts while you’re explorin’ dungeons, slayin’ monsters, and fightin’ in Battlegrounds. The Darkmoon Guide suggests that artifact(s) can drop from raids, which might be the source for this one since it requires level 85.

There is 5 from Dungeons, 3 From PvP... That means there is one left, which is this one.

The book claims that they can be found in PVP, Dungeons or Raids. Since there is only 1 artifact left, and the menu Raid isn't "found", it is Safe to assume that it is indeed from raiding.

Please keep in mind that the quest is not repeatable during one DMF festival. After you complete the quest you cannot get it for the second time, as it states when you use an item for the second time "You have already completed this quest". In other words - you can do the quest once every month.
Now, to all the naysayers, Blizzard has confirmed that these quests are to be repeated each month. Source
They have also stated that the quest drops that happen in the dungeons/raids/BG’s happen all the time, even if the faire isn’t in town. Source

Just had this drop from Shannox in Firelands 10man normal.

Confirmed drop from t11 normal raids (we got it from Magmaw).
Can be looted by everyone in the raid who has 暗月冒险者指南. Each was able to get one, no roll etc.

These ONLY drop from a few Cataclysm raid bosses (the item is level 85) and can be looted by EVERYONE in the raid who have the 暗月冒险者指南 in their bags

Known drops:
占卜者符文 from 沙恩诺克斯 in 火焰之地
占卜者符文 from 哈尔弗斯·碎龙者 in 暮光堡垒
占卜者符文 from 熔喉 in 黑翼血环
占卜者符文 from 阿尔加洛斯 in 巴拉丁监狱
占卜者符文 from 尼希尔 in 风神王座

So far it seems like these drop from one of the first bosses in most Cataclysm raids, and is a 100% drop when you have 暗月冒险者指南 in your bags. Feel free to add a comment if you find more drops, and I will add them.

Since 战略论 and 占卜者符文 both say Requires Level 85, I'm assuming that both ONLY drop from level 85 dungeons (for the treaty) and raids (for the soothsayer). So, no sense in trying to do lower level dungeons such as MC, BT, AQ, etc. If you're like me and don't really raid, I'd suggest you get a couple of the other Darkmoon Faire Artifacts (i.e. the pvp ones) and offer to trade for 占卜者符文.

Has 100% drop chance from Magmaw10 normal and Pit lord Argaloth. Drops for everyone in the raid, who has the guide.

Update: Drops from Morchok on both LFR and normal 100%.

What is this? This item 占卜者符文 starts the quest 占卜道具 that you can turn in with the Darkmoon Faire whenever it is in town.

How do I get it? In order to be eligible to loot this, you must have the Darkmoon Adventurer's Guide in your ~~bags~~ inventory - which can be obtained in one of two ways:

Receive it as a reward from Gelvas Grimegate after completing The Darkmoon Faire for Alliance or The Darkmoon Faire for Horde.
Receive it from Selina Dourman just by talking to her, she stands at the first tent on the left-side of the entrance to the Darkmoon Faire.
Note: if you have The Darkmoon Faire quest in your quest log, Selina will not offer to give you the guide - you will either need to drop the quest and speak to her again or simply hand in at which point you get the guide anyway.

Where do I get it? This particular item now drops from Cataclysm and Mists of Pandaria raid bosses and it appears to still be the first raid boss in each respective raid. They are listed below (drop locations will be updated as they are confirmed):

Argaloth -- Baradin Hold
Magmaw -- Blackwing Descent
Halfus Wyrmbreaker -- Bastion of Twilight
Shannox -- Firelands
Nezir -- Throne of the Four Winds
莫卓克 -- 巨龙之魂 this now includes LFR
皇家宰相佐尔洛克 -- 恐惧之心 Newly added with MoP!

Why do I want it? There are several reasons that you may want this item:

Receive 10 Darkmoon Prize Tickets upon handing it in - these tickets allow you to purchase mounts, pets and other collectibles whenever the Darkmoon Faire is on.
Receive 250 reputation (or more depending on your racial/guild bonuses etc) with the Darkmoon Faire - great for anyone who is either a rep junkie or is working towards The Insane title awarded by the Insane in the Membrane achievement.
Having completed the quest that this item starts will count towards the achievement Darkmoon Despoiler.
Gold - since this item isn't BoP (bind on pickup), it is tradable and sellable via the auction house.

What else do I need to know?

Every eligible raid member in your group can loot one of these if it drops - it does not have to be rolled for.
The quest can only be turned in once per Darkmoon Faire. You can certainly collect more of these, however if you've turned in for the current faire, you'll have to wait till it's next in town.
This item can be looted anytime - that is to say, the Darkmoon Faire does not have to be currently on in order for you to be able to find these puppies.

Unsure if this is restricted to Cata Raids anymore.

Last night I had ran 10-man Normal Naxx and killed Gluth, Thadius, Instructor Razuvious, and, Gothik the Harvester.

I wasn't paying attention to what I was looting but when I had logged in tonight, I found a Soothsayer's Runes sitting in my bag between two WotLK enchanting mats from loot DE in Naxx.

I hadn't ran any Cataclysm raids in 4 days and i made sure my bags were empty before running Naxx. If i had to guess, I'm thinking Razuvious was the culprit since it's one of the first bosses in Naxx to go with the "First boss of Cata" theme we've seen thus far.

Just a note for those who see this in LFR - it is not rolled loot like the others. It must be physically looted from the boss, which means if you don't go up to the corpse and click it yourself, you won't get yours.

That said, in a typical LFR for Siege of Wyrmrest Temple, Morchok will still be lying there (dead, and clutching your book) after you've killed the other three bosses - at least assuming your group does not wipe.

i have completed all of the quests for the darkmoon faire and still cant loot this item from any raid boss can anybody tell me why?

On my server (Scarlet Crusade) they are going for 1 silver to 2 gold per item. If you have a little patience and they are cheap on your server just buy them out and sell them on AH during the Darkmoon Faire for 500g. It's been working for me so far. Even if you can't sell them on AH you get 16g and 10 tickets for the turn in. You'll still make a 14-15g profit.

For an altoholic like myself (although it applies to anyone) who already has everything they want from the fair, these things being 1g or less in the AH presents an interesting situation.

Basically I end up buying 1 for all my 85 alts at (let's say) 1g each per fair, turn them in for the 16g54s and then use the 10 tickets to buy 100 暗月“老虎”. I'm not going to complain when someone wants to pay me 15+g to take a stack of novelty items off their hands =P

Looking at the loot of the upcoming raids in MoP, it shows that the raids indeed drop this item, from none other boss than Morchok! Weird, right?

After Patch 5.0.4. (?) I wanted to use those drops to gain a few extra game tickets but it said "you already completed that quest". Today is the first day of the Darkmoon Fairie so I am confused - is it intended that you cannot complete the quests from those drops anymore?

Maybe something was noted in the patchnotes but I am honest: I only read what concerns my class and a few other changes ^^"

Morchok is not mass dropping these for everyone in an LFR raid anymore, so expect to see prices rise, and take the opportunity to sell off any that you've previously picked up for 50s for a couple hundred gold.

I'm surprised this hasn't been mentioned yet, but this does NOT currently drop in LFR in MoP. I looked for an answer all over the place and ended up finding out the hard way after doing three raids with no drop whatsoever.

Here is a macro for quickly determining which Darkmoon Artifacts you've turned in so far for that month...

As of 6.2 this and the other boss-dropping Darkmoon quest items have a chance to drop from any appropriate-level dungeon or raid boss and some higher-level trash as personal loot instead of group loot from specific bosses as they did previously.

I'm confirming that you can now get this item in the Hellfire Citadel raid in Draenor. It just dropped for me, and was not even from a boss, just a random add.

There's a post below, stating that 战略论 rewards 15 暗月奖券, but this is wrong. I suppose it was correct back in the day, during build 4.3.0.14942, however they added 占卜者符文 in build 4.3.0.14976, so the following is correct now (also posting it to help the people looking for this data):

Those quests give good xp. For low lvl alts set of those items give full level up. If you have time and patience you can level alts only coming to DMF once a month. I have 5 ~lvl50 alts that did zero questing, dungeons and effort thanks to that.

Since the Shadowlands pre-patch released, it appears that the developers have reduced/removed the level requirements for use of these artefacts. Good news for alts and lower-level characters.

I've gotten this item twice now while fighting The Nine in Sanctum of Domination off one of the first 2 Val'kyr. Just seems strange to me because I've never once gotten any Darkmoon items from any other Shadowlands content.
