Apparently, this is a new teleport item (like Argent Crusader's Tabard, but this is a cloak) which transports you to your factions' "capital". (Stormwind for Alliance and Orgrimmar for Horde.)

This is an upgraded version of Shroud of Cooperation. This one has a 4 hour cooldown, the green version has an 8 hour cooldown.

Alliance version : Shroud of Cooperation and Wrap of Unity

This is what i do. I have my肯瑞托铭文戒指 and hearthstone set up to shattrath.
So If i need to get to org i can use my cloak. if thats on cd I'll use my ring to go to dal and take the port to org. and if that is on cd I'll use my hearth to shat and take the portal to org. I would recommend everyone do this.

A simple macro to use with this item that requires NO addons is:

#showtooltip
/equip 4 6; Wrap of Unity
/cast ; Wrap of Unity

The only bit that needs replacing is the "4 6" as that's where my cloak is kept, just modify it for your own using these rules borrowed from Wowwiki

/use <bag> <slot>
You can also use an item in a specific bag location. Lets say you always keep the food you want to feed your pet in the first slot of your backpack. You can easily write a macro to feed your pet as follows:
/cast Feed Pet
/use 0 1
Bags are numbered 0-4 from right to left (0 is always the backpack) and the slots are numbered starting at 1 going left to right, top to bottom (like reading):
1 2 3 4
5 6 7 8
or
x x 1 2
3 4 5 6
7 8 9 10

In a nutshell, click once to equip the Wrap of Unity, click again to cast, then Shift click to re-equip your old cloak!

This and all guild cloaks are transmoggable as of 5.1.

As of 5.1.0, you can use this cloak to transmog other cloaks, along with other guild cloaks (协同披风 and 协作披风).

Of course this almost, and I mean almost obsolete, since there are portals to every major city i your faction's shrine in the Vale of Eternal Blossoms in Pandaria. From a low-level/leveling point of view still very nice to have of course, if you can make it to honored early enough.

Here's a macro to equip the cloak, use it, and then replace your previous cloak. Confirmed working 7/31/2022. For this to work, you must place the Wrap of Unity in your backpack, in the bottom-right slot.

/equip 0 20

If you have trouble, make sure you have an authenticator attached to your account and it should work. If you would rather place the Shroud in a different bagslot in your backpack, change "20" to the number corresponding to your desired slot:
