Cool, Blizzard has once again added a way to upgrade those rings "of the Kirin Tor".

Like last time, you bring your Inscribed Signet of the Kirin Tor with 1000g for this upgrade.

So,
6800g = Ring level 200
+1000g = Ring level 213
+1000g = Ring level 226
(exalted discount)

Expensive, but useful, I hope they continue to do that.

The improved stats form the previous ring are:

5 Int
7 Sta
4 Crit
5 Haste
8 Spell Power

Very very similar to Pyrelight Circle and Signet of Manifested Pain.

If you already have both (or something even better, as rare as that is) shelling out on this one is obviously not worth it.

Excellent caster ring though, and with gold quite literally growing on trees these days, it's definitely worth considering if Kel'Thuzad refused to drop his, your guild doesn't run Naxxramas anymore, and PUG's on your server are hopeless.

Anyone know if the casting time is affected by spell haste? It kinda looked like it when I stood next to someone using a HS.

casting time reduction is the whole point of spell haste.
My Lightning bolt goes from a 2s cast with 0 haste rating to 1.6s with 500 odd haste rating.

It vendors for 3gold, 12silver, and 50 copper, so that's somewhere in the region of 3387% depreciation.

Runed Signet of the Kirin Tor appears to be the upcoming ilvl 251 version.

+78 Stamina (increase of 16)
+54 Intellect (increase of 11)
Requires Level 80
Item Level 251
Equip: Improves critical strike rating by 53 (increase of 12).
Equip: Improves haste rating by 54 (increase of 11).
Equip: Increases spell power by 94 (increase of 20)
Use: Teleports the caster to Dalaran.
