*edit* Wowhead now shows the stats

From the 'See also' tab, you notice there already was a level 70 cloak of the same name, which dropped from Lord Ahune <The Frost Lord>, though this new level 80 version will be one of the possible things contained in the new "event boss bag", which you get for defeating an event boss for the first time a day.
The other old cloaks got new versions as well, and they even added a Str dps variant for the plate-wearing classes.
Expect these cloaks to already go live when the Midsummer Fire Festival 2010 starts on 6/21.

THIS CLOAK IS NO LONGER ATTAINABLE AS OF 7/5/10. THE EVENT IS NO LONGER GOING

This cloak drops off the now Level 80 version of Lord Ahune.
So long as this event is going, we have an easily farm-able alternative to Accursed Crawling Cape. DPS rejoice!

In regards to Rogues specifically:

For Combat: This cloak is actually marginally better than the afore mentioned Accursed Crawling Cape, when compared using the standard EP Weights provided by WoWhead. If nothing else, this item will prove to be much more easily attainable and likely more desirable due to just that.

For Mutilate: This cloak is bordering on significantly better than afore mentioned Accursed Crawling Cape. This is according, again, to the standard EP Weights provided by WoWhead.

Sadly these epics cannot be disenchanted, I won 4 of the 5 cloaks on a greed roll, the 232 cloaks aren't too wanted anymore in my BG.
