Telling from the name, this could be one of the level 80 drops from Lord Ahune <The Frost Lord> slash the new "event boss bag", which you get for defeating an event boss for the first time a day.
Ahune already dropped level 70 cloaks, though no Strength DPS variant, as those were rare/nonexistant at that time. See Ice Chest for a listing of the old cloaks.
This cloak is also no copy of a badge/emblem item, like the previous cloaks (and many other event boss drops)
Expect variants for other functions to show up as well (tank, healer, caster, agi melee/hunter)

Its sadly just another boring looking cloak. Its lightblue with golden borders. Tried to post a screenshot, waiting for wowhead to either accept or decline it.

Are the three other backs that were added in 3.3.0.

All are item level 232, as well, which is what one would consider a bare minimum for an item nowadays to be useful...

Also, the items numbers are 5480 then 1 (tanking) 3 (plate dps) 4(caster crit/haste) and 5 (caster spirit/haste).

So there will be another added next week likely with 3.3.5 for agility.

And I might add, this item fills in a huge gap between the 200s str capes that drop in heroics and the 251 frost badge item, since there is so few strength dps cloaks in the game...most of them coming from raids, with one 219 in normal HoR that is particularly annoying to find when it drops.

One of the few Strength DPS cloaks, and the only one in between the ilvl219 cloak in HoR normal (which is not fun to try and farm) and the frost badge reward one without raiding. Also, this will drop from the chest, while the pet and other rare items will drop from the bag. This makes this cloak extremly easy to get and farm for, as you can run for it as many times per day as you like. Now, what does it look like?

Not only is it one of the rare few STR DPS cloaks, it has Expertise as well. Pretty rare to see such perfect itemization for plate DPS.

Since the event started, this cloak has replaced Cloak of Bloodied Waters on three of my alts. Sweet!
