FOR THE HORDE SIDE:
This NPC sells Cataclysm enchanting recepies for Heavenly Shards, and some for Maelstorm Crystal (from epics). He is found in Dragonmaw Port in Twilight Hihglands.
All these recipies require Elementium Rod, which he also teaches.

For those who don't have several Maelstrom Crystals lying around, Enchant Chest - Mighty Stats (+15) is a good alternative.

On Stormrage, Tilli's tooltip for this item shows a +20 all stats, when in fact it's a +8 . A bug report has been submitted. Can't speak to any other realms or vendors
