It is this glyph that is bugged. It only subtracts 15 seconds from sprint's cooldown when it should subtract a full minute.

With new change, Sprint will Increase speed by an additional 30% but reduce duration by 5 sec, instead of reducing cooldown.
Sad that I wont have 1 min CD Sprint anymore, but the change is indeed nice.

I would like to note that you
CANNOT stack several glyphs of the same type to increase the effect.
Upon attempting to inscribe a duplicate Glyph at the Lexicon of Power you recieve the message:
"That Glyph is already inscribed in your spellbook."

This glyph isn't good enough to take the place of other, better glyphs.

Minor Glyph of Blurred Speed
I actually want my Sprint to last longer, as it gives me more time to water walk :).

You have not taken into account that although this travels the same distance, the time in which you travel it is decreased. For example if you are trying to get out of range or trying to close down someone at range you will get there faster with this glyph. Therefore you will receive less damage or do more damage respectively.
Although I have not tested this, it wouldn't be my first pick.

While we may lose a little on our max distance with this Glyph, let's not forget the benefits it gives!
With
rank 3 Sprint
, it gives us a movement speed increase of 100% total, or the same as an epic ground mount. Even stealthed that's 70% speed, or even 85% if you put talents in
Camouflage
.
So what can we do with the extra speed? Sneak past mobs that have higher then average stealth detection, run away from mobs in pve obviously, and run -towards- people in pvp. Without sprint or shadowstep, if a mage or warlock gets the drop on you, closing the distance can be agony. Being able to sprint towards them with the speed of an epic mount must make a chill go down their spine :)
In the end it's a choice between running faster or running further. I prefer the former, as I tend to find more situations where I need speed rather then distance covered.

You will only go further using this glyph at sprint rank 1, see hypehuman's comment, his calculations seem to be correct. The difference is actually very insignificant, it's 2% distance gain at rank 1 and 2% distance loss at rank 3. But this glyph definitely gives you advantage in situations when you have to catch someone or get away asap, as it provides 18% speed boost over unglyphed sprint in first 10 seconds. So,
Advantages:
additional 18% speed burst for the first 10 seconds, useful in pvp and in situations when you need to get away from something nasty asap. Edited: but be aware, it is advantage only when uninterrupted, if you get stunned/scatter shotted in first 10 secs, you'll lose more than using unglyphed sprint. Unglyphed sprint is 5 secs longer, which means 50% time bonus over glyphed, and glyph speed bonus is only 18%
Disadvantages:
when used with
Minor Glyph of Blurred Speed
, your distance covered reduced while waterwalking (by 9% at rank 1, 12% at rank 3)
will occupy major glyph slot

You should also consider that, mostly in PvP scenarios:
1. You want to catch your objective AS SOON AS POSIBLE
2. When you use Sprint (unglyphed) to catch someone, it is unlikely that you will use the 15 seconds to get him. Since you have Stuns and Crippling poison, once you get to him you won't need sprint anylonger (except for mages maybe, but in that case just stunlock).
That being said, the glyphed version is better for this scenario, since 5-10 seconds of glyphed sprint will get you closer to your objective than 5-10 of unglyphed sprint.
As stated above, the only con (and it is likely to happen in battlegrounds, and maybe 5v5 arenas) that you may be strucked, stunned or poisoned while sprint effect, then the unglyphed sprint would be better for you.
BUT, even with this con, I believe glyphed version is still better, because it has more pros than cons: you can use it while stealthed and in this mode you won't get strucked, stunned nor poisoned.

A lot of comments posted before this one should be purged because this glyph has changed in 3.1.0.
There's no negative to it besides taking up a major glyph slot.
The only times when it would be better to not have is when you have judgement of justice on you consistently or cc for 15s.
The former is more likely to happen though.

the enemy will have less chance to recover if you reach him earlier.
this glyph cuts down time for potential bandage ticks, mounting up and everything you do not want the opponent to do.
it gives you more initiative, which is what you want to have on your side as a rogue.
in my book thats an excellent pvp glyph.

of course, we need to equip our real boots right back on because your sprint duration has been increased to 18 seconds already.
instead of equipping the real boots back on manually every single time, we make use of the wonder feature of itemrack:
create a new set with only feet slot activated, and put your real boots there. give the set a name, name it "

This glyph,plus the Glyph of Blurred Speed (water-walking Sprint),especially for Alliance rogues, gives your team a very fast Blacksmith cap.This will only be viable for the 20-29 and 30-39 AB brackets.
As soon as the gate opens,ride in the straightest line possible towards the lake around the Blacksmith island (don`t stop to assault the farm or stables) and jump mounted from the ground into the water.Activate Sprint before impacting the water`s surface and run as fast as possible to the Blacksmith island to assault it.Being 80% or 90% run speed you`ll be there before mounted players,but most of the time you`ll finish the assault process just as the first enemies arrive.Beware of mark-happy hunters and stealth fast.Prepare to distract/sap players attempting to get the flag until backup arrives (it helps if you let your group know about your plan.
Typically,after the game begins,both teams will have the stables/farm,if your force was evenly divided your team will have both the mine and the mill,and if they send help to the smithy fast your side will control a total of 4 bases early on.If you wait for them to turn to your color then go for the stables/farm as the last one while keeping a minimal number on your consolidated bases,you can force a 5-base situation very fast indeed.Of course,the other team can recover from this if your defenses are weak,but your side will have a huge point advantage.
Note that due to subtle differences in terrain,this strategy works much better for Alliance rogues (the island ramp coming up from the lake`s edge which you`ll go up on is absent on the Horde`s side of the map),allowing Alliance rogues thus equipped,before epic land mounts are in,to be the first thing to assault the blacksmith.

in there too. with all this together you can remove all movement impairing effects vanish and run across the water at a top speed of 230% normal speed IN STEALTH ON WATER and when at this speed its improved stealth too, after a few seconds it drops down to 215% normal speed STILL IN STEALTH AND ON WATER. a rogue with all this can escape a bad situation with ease in both PvP and PvE (though the water part is not as useful in PvE) so if you are planing on doing PvP in cata or are leveling a new rogue in cata I highly recommend stacking this up as this with both save you in solo and PvP and also save repairs in instances because you can now flee at faster then epic ground mount speed anywhere in the world for a short time wile in stealth.
