These Boots are used Disturbing the Peace, one of the Brewfest Achievements.
In order to get the Achievement you need three parts of the Brewfest cloth, thats:

One of the Brewfest Hats either the Blue Brewfest Hat, the Green Brewfest Hat, the Brown Brewfest Hat or the Purple Brewfest Hat
Either the Brewfest Dress or the Brewfest Regalia
And finally the Brewfest Slippers or the Brewfest Boots

I was never a fan of adding boots to all troll feet items...I DO think certain items should cover the toes however. This is one such item. For some reason they look a little less obnoxious to me than if they would if they covered my toes and the entire point of the Brewfest garb is to be obnoxious! Oh well, at least they retain the knee socks on a troll.
