This Regalia is used in Disturbing the Peace, one of the Brewfest Achievements.
In order to get the Achievement you need three parts of the Brewfest cloth, thats:

One of the Brewfest Hats either the Blue Brewfest Hat, the Green Brewfest Hat, the Brown Brewfest Hat or the Purple Brewfest Hat
Either the Brewfest Dress or the Brewfest Regalia
And finally the Brewfest Slippers or the Brewfest Boots

Does anyone know if any of the brewfest items will be returnable for a refund after doing the achievement like the summer falme items were?

I'm worried I won't be able to play enough to get all of the tokens needed for the 3 pieces, the brew of the month, and the mount transformer.

it's 552 tokens total, but being able to return a piece of clothing will help a lot.

Hereby I confirm that all Brewfest Garb pieces can be refunded after having bought them with your Brewfest Prize Token. This actually means you can buy the 3 pieces, get the achievement and get your tokens refunded.

I found the Kilt of the Atal'ai Prophet looked great with the leather trim and matched the purple hat perfectly! The slippers I think complement the white in the Regalia quite nicely.

These set items can´t be Transmogified. Don´t be like me and do not buy it for that purpose, when you notice you are not able to get them refunded.

So as others have commented the Brewfest items are NOT transmoggable
However, if you have excess tokens you may want to buy them anyway with the new transmog features coming in Legion expansion.

they "may" allow these items to be saved to your account saving the bag space

You can now transmog the Brewfest Regalia set! This includes all armor sets (cloth, leather, mail, and plate). So no matter what armor you wear, you can join in on all the Brewfest-ivities. Finally, a time I can use my Brewfest Kodo and Ram mount to match my transmog. And of course, I have my Alterac Brew-Pup too.

If anyone is looking for suitable plate pants to go with this set I highly recommend the Cobalt Legguards from this quest.

It requires a horde character to complete the quest but the transmog appearance is unlocked for both factions, you can create a level 100 trial plate wearer to complete the quest, the reward is from the second quest in the chain and takes a total of about 5 minutes to complete both quests.

If you want the bare leg look, you can transmog your pants with the Battlefield Messenger's Leggings from one of the kyrian sets.
