You need to have 狗 in 达拉然 on the Broken Isles for that character in order to obtain this companion.

忠诚的狗 can be obtained by petting 狗 on the Tranquil Strand in the 多恩岛.

In order to see 狗 you need to interact with the Half-Buried Dog Bowl found at 31.44 51.31 near the puppy statue, he will appear with the emote Dog is very happy to see you!. Interact with him and select the option <Pet his head.> which will award you with 忠诚的狗.

忠诚的狗 will react to some emotes by emoting back.

In order to get 狗 to 达拉然 you need to do the following steps:

Reach 12600/21000 Revered reputation with 阡陌客, then find the 迷路的狗 on the 四风谷 in Pandaria at 42.4 50.0 and complete his quest 迷失和孤独. /way #376 42.4 50.0 Lost Dog
Build the Herb Garden on your Garrison on Draenor.
Find a 卵石 from the streets of 达拉然 on the Broken Isles and talk with 狗 at the Herb Garden in your Garrison. 狗 will now be on 达拉然 in the Pet Menagerie.

Alternatively, Soulkeeper1987 discovered that if you get a 卵石 and interact with a 狗 at the Herb Garden in another player's Garrison you will get 狗 on 达拉然 in the Pet Menagerie skipping two of the steps above.

I am not crying, you are crying!

The adventures began in Pandaria...I was wondering around Halfhill and working my garden when I had to chase off some of those pesky rabbits, when I came across a dog, he looked lost and lonely, so I tried to interact with him, but he had a job for me. Once I took down the formidable Mushan and brought him steak he wanted to be my friend and stayed with me, a loyal companion in the Tillers garden.

It was with a heavy heart that I had to leave him behind when The Legion came to fight and it was with a lot of hard work and determination I found the pebble on the streets of Dalaran and made my loyal friend safe, placing him in the care of Breanni, who would feed and water him while I was on my mission for Azeroth. I would check in on him often.

I had long missed my faithful companion, and after the last battles, and searching for the goodest boi, it was with unmitigated delight that I discovered on The Tranquil Strand there was a statue of a puppy, a faithful friend....my hands shook as I reached for a familiar looking puppy bowl, and as I bent to pick it up, I was amazed to see my Faithful Friend now before me, his tail wagging, so happy to see me! As I pet his head, he suddenly became mine.

I have a saying that I tell all my guildies and Wow friends, no Azerothian will be left behind....and I never have to leave my goodest little boi alone again.

If you have a friend with a Dog in their Garrison, you can completely skip the Tillers rep.

Key Notes:

1. Dog will always remain in your Garrison, even if you have completed the Dalaran Dog "Move" or the War Within Dog "Move"
2. You can sell/buy the Pebble on the AH
3. You need to have a Garrison with Dog present
4. Your friend will need to have the Garrison Hearthstone and have at least built the initial Garrison

How to:

1. Obtain the Pebble on the AH or in Dalaran (give it to your friend)
2. Be the leader and invite your friend to your group
3. Both hearthstone to your Garrisons, and have your friend right click their portrait and join the Leader's Garrison
4. Have your friend go talk to your dog and click the chat bubble to show them the pebble from Dalaran
5. Your friend will now have Dog in their Dalaran
6. Have your friend go to the War Within Dog Bowl, click it, and then pet Dog for the Pet

Just fyi if you get to 12700 rep with the Tillers and rush back but no dog there try reloading and you will not see a dog but you will see a faint yellow ! for the quest "Lost Dogs" in between the rocks where the dog is hiding

is the quest that tracks if you've interacted with 狗 in your garrison. From that page, here's the script to check if you've completed it.

Once you have this completed, 狗 should be Dalaran and you should be able to interact with 半埋的狗碗/狗 in Isle of Dorn.
