This item can be found in the Hidden Moonkin Stash at /way 47.5, 34.9, located on a floating swirly tree branch. Using it sets down a post that lasts for about 30 seconds. It summons a ghostly owl who perches on top, as well as three owlbear cubs who fall asleep at the base of the post. Very cute, though I am unsure if it has a further purpose.
