Looted from 瓶中的巨龙配方 in open water near the fishing trainer 托克洛 in Valdrakken at around fishing level 25 with Underlight Angler and Nat's Drinking Hat. Contained 8 recipes, 1 of which was mailed to me due to full inventory. My professions are Cooking, Fishing, Herbalism, and Alchemy; so it doesn't seem to give you recipes based on your professions.

So i finally found the quest 温水煮活鱼 you can pick it up at the 煮到半熟的鱼 (/way 53.18, 37.59) during the questline 酋长的职责. This quest starts at renown 11 with the 伊斯卡拉海象人. During the quest 水中纷扰 you can pick it up and turn it in at the same npc, you can choose between 食谱：适时西去食谱：盐焗鱼饼食谱：獠牙鱼片 and 食谱：海蛾鱼全餐.

I fished up a 瓶中的巨龙配方 while fishing at the Darkmoon Faire this week. It contained this recipe when I opened it. So, it seems you don't even need to be fishing in the Dragon Isles to get this. I should also point out that the alt that got it is only level 61 and isn't even attuned for the Dragon Isles content yet. And, he isn't trained in Dragon Isles fishing.
