团结的回忆 is purchased from 瓦伊罗 when reaching Revered with 开悟者. Even though this item lists it being for 死亡骑士, simply log into a separate class and it will show up that you have this memory unlocked (for ALL classes)!

I understand you have question on whether Unity Legendary effects stack, let me clarify this for you.
They do not stack, this is intended and not a bug. You can still wear them unlike normal legendaries, but the effects will not stack.

So it's solved now - tried belt + cloak together on Venthyr PalaTank
