I don't get it, why isn't this upgraded to max level?

Warning: As of 9.2 currently, the 265-ilevel cord rewarded from completing the 重新开始 storyline cannot be upgraded. If you buy a 291-ilevel 蔽阴腰带 and take it to the Primus in Torghast, this base item 团结腰布 could be grayed out, preventing it from being upgraded just like a regular, non-legendary gear piece. I discovered this myself in the hard way.

I present 重新开始 Storyline part of 初诞者的秘密. This Story line have 16 Quests.

Quest Name:	Start and description
1 重大发现	Fly To Firim inside cave 35 45.
2 复兴计划	Speak with 莎伊祖拉 will be a conversation.
3 远方的援手	Speak with Firim ( 3rd option ), Summon pocopoc and press on 克巴托 inside cave 34 49. Now fly and speak with NPC: 1st - 47 80 娜德佳，迷雾之刃, 2nd 47 58 宗主艾莉奥瑟, 3rd 53 48 剑斗士米维克斯 then fly to 57 31.
4a 胜利的钥匙	Free 6 自动体占卜师 they are in cages. To open kill mobs around to drop 6 统御者的钥匙.
4b 动力问题	Return 6 被激励的自动体. You can find them around map, press on 6 of them then retur them to point 56 29.
4c 开劈道路	Slay 2 mobs: 先知沃拉克西 59 32 ( is outsid over bulding on platform, not inside bulding xD ) and 先知佐柯兹 57 23. If nobs are not ther just wait for respawn.
7 叩响死亡门扉	Jump on Kbato, Then kill mobs using skills until 100% ( use skill 2 good aoe no cast time and short cd and skill 3 use to move faster - not only heal ). When done 100% move to 2 暗影壁垒 65 23 and 64 21 and use skill 4 on it. Then Get inside bulding.
8 无尽之轮	Move inside bulding 53 45.
9a 擅闯者死	Slay 6 被统御的自动体 and 3 暗目腐蚀者 all inside bulding.
9b 万物之理序	Press on 6 stone orbs. /way 31 49 /way 47 20 /way 39 18 /way 67 29 /way 57 84 /way 64 78
11 应验	Speak with Firim 36 76.
12 遗忘的旧识	Speak with Saezurah then press on 容器 then kill 阿古斯的回响 ( Insta kill Soul Conduit )
13 转折之时	Press on 容器 on middle then press on 3 bodies 自动体占卜师 around platform.
14 我为众魂	Speak with Pelagos Cinematic will start ( Is that Naruto xD?) .
15 功在千秋	Go back to Firim cave, Use teleport ( thank You blizz that you stop use to fly to much )
16 灵魂交织	Speak with 塔尔-伊纳拉 in Oribos ( this time You need to fly TY Blizz to not let us to be to lazy xD ). Cinematic will start after that You WIll Unlock Double Legendary. Legendary depending on the class: 团结腰铠, 团结腰甲, 团结腰索, 团结腰铠, 团结腰布, 团结腰甲, 团结腰铠, 团结腰布, 团结腰甲, 团结腰索, 团结腰布, 团结腰铠. As well when You finish this quest you will reach 初诞者的秘密
17 安谧避风港	This Quest have nothing to questchain to finish double Legendary or achi. But maby will efect in future then better to do xD. Report back to Bolvar in Haven.

Why I can't select secondary stats for this Blizz like the normal legendary? For the fire mage, it needs haste and versa, not crit and mastery

Can't vendor, can't disenchant, can't upgrade => Safely deleted after creating a max legendary with this power...
