I fished about 25 of these up while fishing for the goop you fish for by Hirukon. I got most of them after fishing up three lures.

Fished 30 minutes, 201 fish total, with Precursor Placoderm Bait:
117 Lost Sole - 58.2%
31 Precursor Placoderm - 15.4%

6 Elysian Thade Bait - 3%

The tooltip mentions it's "rare to catch outside of these circumstances", with "these circumstances" possibly meaning "in a school". I want to confirm, however, that you can fish them outside of a 前体盾皮鱼群. It's also possible to fish up the 前体盾皮鱼饵 in the same cast, as I got one and one 前体盾皮鱼饵 at the same time.

I fished one up on my first cast in the pool right next to the Oribos Waystone, inside the cave in Haven, Zereth Mortis; waypoint 33.01, 69.63 (which, as of now, is not listed as a "spawn" point on the map at the top of this page).
There was no school of any kind; I just wanted to see if I could fish in this pool. :P

What are folks thoughts on using Placoderm vs Elysian Thade bait while farming for goop? Placoderms don't seem too profitable but Thades are a bit spendy in the AH at the moment (20-30g on my server, whereas Placos don't sell). Would Placoderms get more valuable as raids and the world boss start kicking in?
